Who makes these decisions?

Okay, Jacqueline Carey's Kushiel's Justice is available online at eBookwise for $18.04, which is a considerable discount from the hardback price. But why is this the only book of the any of her two Kushiel series available? Is it one long series? Or two shorter series set in the same world? I would argue two trilogies. One may read and understand Scion and Justice without having read Kushiel's Dart, Choice and Avatar but I don't think Justice stands well alone. Why e-publish the second book of a trilogy without e-pubbing the first? Or the 5th book of a 6 book series without 1-4?

Carey changed publishers midway through the series. The first trilogy was published by Tor. Tor's parent company is rather devoid of clue when it comes to e-publishing.

I'm trying to think of Tor authors who have ebooks out, and so far only David Drake and David Weber come to mind--and that's because they negotiated for that in their book contracts.

And to add more complexity, IIRC the second trilogy is published by Warner, which got bought out by Hachette in between the release of the first book and the second. Perhaps Hachette is a more efriendly publisher?
