Peeping toms?

I met one of my new neighbors today. He lives up the street. I'd noticed a new truck parked outside, but hadn't realized that there was a new tenant. After some polite chitchat, he warned me that this morning while walking his dog, he saw two men in the basement of the building across the way (in the building's private garage, which is lined by barred, unglassed windows and edged by a small patch of grass and short hedges) peering into the upper floors of the rowhouses via binoculars. They saw him and took off, and he is reporting this to the building management. But ewww! It's a good thing I keep my curtains drawn.

While my little sister was student teaching she lived in a questionable neighborhood and had a peeping tom problem. Her elderly neighbors even saw him once and DIDN'T CALL THE COPS! She kept her blinds closed all the time and put black construction paper over her bathroom window. She also took to carrying a huge MagLite flashlight whenever she went out after dark. She nicknamed him Vader :)

The thing is, my neighborhood isn't questionable; while it has crime, it's one that I would classify as safe. I have a MagLite already, received as a gift when I lived in a basement studio apartment with a poorly lit, half hidden behind shrubbery entrance. Nicknamed Big Red b/c of the color :)
