The Irene Adler series is wonderful. Very Victorian since Carole Nelson Douglas was raised on the classics and she stays close in tune with Conan Doyle's style of writing.

Laurie R. King also has a Sherlock Holmes inspired mystery series.

Shirley Tallman has a fun historical mystery series set in Victorian San Francisco, as does Dianne Day in her (lamentably) aborted Freemont Jones series.

Tasha Alexander is a new Victorian mystery writer, but like Raybourn, her books, to me at least, fall a little on the wallpaper side. But they're pretty enjoyable and easy to read.
